East Midlands Shared Services

A not-for-profit partnership between Leicestershire County Council and Nottingham City Council providing DBS checks, payroll, financial and recruitment advertising services to East Midlands clients.

East Midlands Shared Services (EMSS) is a not-for-profit partnership between Leicestershire County Council and Nottingham City Council. Established on 1 September 2012, it provides support services to public and private sector clients across the East Midlands region of England, with particular exposure to local government, schools and academies, charities and health and social care.

Among its core offerings is a Disclosure and Barring Service checking operation run as an umbrella body using a modern DBS database. Reported turnaround times show 85% of enhanced disclosures and 95% of standard disclosures returned within five working days. The organisation also processes payroll - including a Personal Budget Payroll service for individuals who directly employ their own carers - and manages database administration.

Financial services cover accounts payable and accounts receivable, spanning the full breadth of payment and income collection, with tailored payment runs and debt collection processes designed around each customer's policies. The operation processes over 1,000 invoices daily. A further service line provides recruitment advertising for not-for-profit organisations, including schools, academies, charities and local government authorities.

EMSS describes its commercial terms as transparent, with no hidden extras in pricing, and its operating model as customer-focused, drawing on extensive public sector experience. The stated objective across services is to deliver quality, affordable and resilient support.
