The core engagement is Project Allenby/Connaught, a 35-year contract awarded by the Defence Infrastructure Organisation (DIO) in 2006 to build, improve and maintain soldiers' single living and working accommodation until 2041. It is described as one of the largest Private Finance Initiatives ever let by the Ministry of Defence. Delivery is organised through a structured multi-entity model: Aspire Defence Limited (ADL) holds the main contract, Aspire Defence Capital Works (ADCW) is responsible for construction delivery, and Aspire Defence Services (ADS) provides facilities management services.
Work is concentrated on six Army garrisons - Aldershot, Tidworth, Bulford, Larkhill, Perham Down and Warminster. Following a decade of delivery between 2006 and 2016, the contract entered a new phase supporting the Army Basing Programme, including the withdrawal of British troops from Germany and unit moves within the UK.
